Here are the minutes of the Nunney Parish Council meeting held at Dallimore Mead Hall on Monday 4 August 2014.

In attendance: Members of the public (x8).

The Chairman welcomed Lisa Ramsay to the Parish Council, and Phil Ham to the Meeting.

  1. Apologies for absence

    Annual accounts 2013-14 ‒ Notification from the auditor that the annual audit of accounts 2013-14 has been concluded with no items for comment; conclusion of audit notice displayed.

    New councillor information provided to Lisa Ramsay; Declaration of Acceptance of Office signed prior to joining this Meeting.
    Bike track further copies of information provided to Lisa & Gary Dando.
    Old Quarry Gardens ‒ Clearance of ash saplings completed; additional maintenance ongoing.
    Planning application for housing on land off Green Pits Lane ‒ This is expected to be considered at the Planning Board Meeting 20-8-14; the Clerk has requested a slot for the Council to make representation.Richard Masters arrived.Aerial Runway ‒ Completed and in use. The Clerk advised that the contractor has asked for an additional payment towards the cost of the earth banking; this was discussed and Councillors agreed that no further charges would be considered. It was reported that the wire needs re-tensioning and the Clerk was asked to contact the contractor.
    Playground ‒ Repairs to the gates and swings, and installation of tractor spring completed.
    Mendip Local Plan ‒ Following public examination MDC has confirmed that the housing figures quoted are a minimum. Note: the Housing & Economic Land Availability Assessment Feb 2014 shows landing Nunney for 148 houses: 100 off Green Pits Lane, 14 at Catch Paddock and 34 on land to east of Catch Road. See also Item 7.
    Mendip Rural Forum 21-7-14‒ Lisa Ramsay attended.
    Town & parish councils selling electricity ‒ Having decided to support this proposal, the Council agreed to canvas local opinion to it by displaying a notice to that effect.

    SCC (by email, forwarded to Councillors) ‒ Somerset Mineral Plan to 2030. No comment.
    SALC ‒ The notification that parish councils will soon be able to send agendas by email was discussed. Some Councillors were for, and some against, but it was agreed that sending agendas electronically should be added to the new Standing Orders. See Item 11.
    SCC (by email, forwarded to Councillors) ‒ Call for volunteer drivers for Transporting Somerset.
    Fair Frome Food Bank (by email, forwarded to Councillors) ‒ Invitation to the launch on 22 July.
    Frome Town Council (by email, forwarded to Councillors) ‒ Update on the Heart of Wessex local action group event on EU funding for rural economic development.
    MDC (by email, forwarded to Councillors) ‒ Housing and Economic Land Availability Assessment 2014: call for sites. No new sites to add – see Item 6.
    SCC (by email, forwarded to Councillors) ‒ Information for dog walkers on neospora.
    Quarry Faces (by email, forwarded to Councillors) ‒ Details of the event 6th August.
    SALC (by email, forwarded to Councillors) ‒ The Draft Openness Guide was discussed and it was agreed to add it to the new Standing Orders ‒ see Item 11. It is noted that some Councillors/Clerk do not want to be filmed.
    MDC (by email, forwarded to Councillors) ‒ July’s parishes information bulletin.
  8. Defibrillator
    After lengthy discussions it was agreed not to progress a defibrillator (AED) for now, but instead to investigate training for First/Primary Responders.
  9. Market Place
    The bus shelter plinth and the area made-good; the Clerk was asked to send a letter of thanks to Aggregates for doing this. The Clerk circulated an analysis of the ideas and comments received for use of the Market Place and the ideas were discussed.Members of the public x2 arrived.Ron Warwick asked to address the Meeting and the Chairman agreed. Mr Warwick explained that he had canvassed opinions for his scheme (presented to the Annual Parish Meeting and displayed at the public consultation) and presented a list of those supporting it; the scheme was further discussed at length.Member of the public x1 left the Meeting.

    Further discussions took place and it was agreed to get costs for reducing the height of the wall. Action: Clerk. It was also decided to look suitable shelters. Action KL.

    Mr Warwick left the Meeting.

  10. Nunney Brook
    There is vegetation growing in the bed brook; the Chairman proposed that the Council write to the riparian owners reminding them of their duties and this was agreed.
  11. Standing Orders
    Updated Standing Orders were circulated to Councillors with the Agenda and, there being no comments, they were accepted. However, the Clerk was asked to add i) sending agendas by email and ii) requirements from the Openness Guide before circulating the final Orders.
  12. Annual Playground Inspection 2014
    The play equipment report, circulated to Councillors with the Agenda, was noted. The recent maintenance work has resolved most of the issues raised in the report and the only item of concern is the slide, which the Clerk has already asked GB Sport & Leisure to look.Member of the public x1 arrived.
  13. Walking Route from Village Hall to School
    Notes from the Clerk’s meeting with the Footpath Warden were circulated prior to this Meeting. The Chairman advised that the manager for Aster will ask residents if they would use a route if it were created, it was noted that some residents are against it; either he, or Freda Hannam, will ask the school if t   hey want it/ would use it. It was noted that it would be expensive to create a suitable access along Dallimore Lane and that SCC have no money to contribute to it.
  14. Finance
    £1,500 transferred to the current account 7-7-14.

  15. Planning
    MDC 2014/1244/TCA Proposed works to / felling of trees in a Conservation Area at Nunney Court for Andrew Taylor. No comments.
    MDC 2014/1237/FUL Refurbishment of church barn and its outbuilding: the main proposed work is the replacement of windows, doors and roof lights with a few new additions; extension to porch resulting in total footprint of 4.7m2 area; there is no change of use proposed at Church Barn, Church Street for Alistair Jacks. After discussions it was agreed that the windows are not in keeping and the number of windows proposed to the west side would cause loss of privacy to neighbours. Recommend refusal.
    MDC 2014/1133/HSE Proposed pitched roof carport at Wren Cottage, 1A High Street for Mr & Mrs Robert Parker. No plans having been supplied with the consultation the Council was unable to comment.Approvals:
    MDC 2014/1108/TCA TPO not required for felling of a tree in a Conservation Area at Fullwell Cottage, Frome Road for Richard Masters.

    Split Decision:
    MDC 2013/2368/APP Samples of materials viewed on site to meet part of condition 4 of permission 2012/2058 are approved. However as the applicant has failed to provide a schedule of external materials as required and so condition 4 of permission 2012/2058 cannot be discharged and is “refused” at Plane View, Ridgeway for Mr C Garrod.

    MDC 2013/1957 Demolition of existing dwelling house and ancillary buildings, erection of 10 dwellings with associated highways and landscaping works at Hillcrest, Ridgeway Lane for Ms K Toon.

    MDC 2013/2578/FUL Proposed new build 4 bedroom property in grounds of Cherry Tree Farm, High Street for Mrs V Lewis.

  16. Rights of Way
    Francis Hayden reported that the surface of the footbridge is deteriorating; it was agreed to get this looked at. Action: Clerk.
  17. Reports from Committees and Associations
    i) Village Hall – The outside of the Hall has been repainted, pétanque is popular and the tug-of-war is upcoming.
    ii) Nunney School – Nil.
    iii) NCA – Mr Gaunt reported another successful Street Fayre in spite of poor weather in the morning. The Chairman gave a vote of thanks to the Fayre Committee.
    iv) Police ‒ Mrs Capstick-Dale updated Councillors on the recent liaison meeting and suggested accessing information on the police website. Callum Davis is the new PCSO.
    v) Quarry ‒ The ongoing problems with smell and noise were discussed. It was agreed to ask Aggregates for a copy of their complaints log on a monthly basis. Action. Clerk.
