Minutes of Nunney Parish Council 3 November 2014

Here are the minutes of the meeting of Nunney Parish Council held at Dallimore Mead Hall on Monday 3 November 2014 at 7.30pm.

    Apologies from Anthony Allom, Judith Beresford (work); Richard Masters (work).
  2. Declarations of Interest – None declared.
  3. Minutes of the Meeting of the Parish Council 6th October 2014
    Agreed as a true record and signed by the Chairman.
  4. Matters arising therefrom – None.
  5. Clerks Report & Items for Information – noted.
    Letters, emails etc – As directed at the Meeting 6-10-14.
    Burial Ground Gates ‒ Confirmed to Somerset Forge that their estimate is accepted; once the gates are collected work will take about 4-5 weeks.
    Clearing the rock face at Old Quarry Gardens ‒ Two similar quotes (of around £3000) having been received, members discussed the pros and cons of clearing the rock face. It was decided to leave the rock face to nature, and not to go ahead with clearance.
    30mph signs obstructed by vegetation on Ridgeway Lane and Frome Road have been cleared.
    Cherry Tree Farm ‒ The ditch behind the Farm has once again been cleared by volunteers and this was discussed. There are concerns about the safety of the trees in the grounds and the Clerk was asked to contact the Tree Officer. Action: Clerk.
    Speeding on Catch Road ‒ The times are now known when the vehicle exceeding 50mph passed through Nunney; a “speed watch” will be carried out. Action: JG/KL.
    First aid courses ‒ There will be five, one hour courses which will run in the Village Hall from mid-January; flyer to be produced for distribution.
    Openness Regulations ‒ The Clerk queried issues with SALC and the response was forwarded to Councillors.
    Other issues ‒ Walking route from Hall to school (Freda Hannam); neighbourhood plan (Pia McGee); shed at the “Dipping Place” (Ken Lloyd).

    Rural Service Network ‒ Enewsletters forwarded to Councillors as available.
    Plunkett Foundation ‒ Enewsletters forwarded to Councillors as available.
    Gloria Cawood (by email, forwarded to Councillors) ‒ District Councillor’s October report.
    Somerset Waste (by email, forwarded to Councillors) ‒ Monthly briefing document and revised collection dates for Christmas/New Year public holidays.
    CPRE Somerset ‒ Invitation to the AGM on 7 November at Bruton.
  7. Bike Track
    The working group has yet to meet. Action: KL/RM/LR.
  8. Dates for Meetings in 2015
    Dates for 2015, circulated to Councillors prior to this Meeting, were agreed unanimously.
  9. Grass Cutting and weeding contract
    The Clerk advised that the current 3-year contract has now finished and sought guidance on how to proceed for the future. Following discussions it was agreed to:
    a) combine the grass cutting and weeding contracts;
    b) to increase the maintenance work carried out at the old Quarry Gardens (to include as routine the additional work carried out in 2014);
    c) to invite quotes for 3-year, fixed term contract commencing March 2015. The Clerk advised that the current contractor has confirmed that they would like to quote.
    Action: Clerk.
  10. Grit Bin for Green Pits Lane
    Pia McGee arrived.
    After discussions it was agreed by a majority to replace the grit bin (this time only).
    Action: Clerk.
  11. Market Place
    i)It was agreed to proceed with taking down the wall. However, a further quote is awaited via Anthony Allom; Ken Lloyd said he will also obtain one. Action: AA/KL.
    ii) Costs and styles for a wooden shelter are being investigated. Action: SE.
    Meanwhile, the Clerk will contact Mendip Planning Department.
  12. Precept 2015-16
    There are no key items for the budget and the Clerk was asked to prepare the annual budget and precept proposal. Action: Clerk.

  13. Standing Orders and Financial Regulations
    Updated Standing Orders and Financial Regulations (both dated 3-11-14), were agreed unanimously. These are accordingly adopted.
  14. Traffic on Horn Street
    It was noted that Horn Street is still regularly blocked by a car parked at the narrowest point in the lane; the car’s owner is aware of the problem but will not take action. Mr Lloyd has been in contact with the fire services ‒ who have the remit to push vehicles out of the way if they are obstructing their route. Action: KL.
  15. Health and Well-Being Grant
    After deliberations it was agreed to apply for £750.00 towards the bike track and the working group were asked to identify a specific item to be funded. Action: KL/RM/LR and Clerk.
  16. Finance
    £1,000.00 transferred to the current account 6-10-14.
    i) Q2 accounts. Agreed unanimously.

  17. Planning
    Appeal:
    14/00048/REF Appeal reference APP/Q3305/A/14/2226265 has been submitted to the Secretary of State for Communities and Local Government by Ms K Toon in respect of refusal of planning permission for the demolition of existing dwelling house and ancillary buildings, erection of 10 dwellings with associated highways and landscaping works at Hillcrest, Ridgeway Lane. Appeal noted.
  18. Rights of Way
    The Chairman explained that the Right of Way from Church Street to the footbridge is being obstructed by parked cars. When only one car is parked there is no problem, but often two cars park side-by-side which means push-chairs or wheel chairs cannot get through; a letter and an email from members of the public have been received on the matter. The issue was discussed and ideas of a bollard or planter will be investigated. Action: KL.
  19. Reports from Committees and Associations
    Village Hall – Film club is doing well and there will be a fund raising, wine tasting on 9th December.
    Nunney School – Nil.
    NCA – Carols in the castle on 21st December.
    Church ‒ The bat roost is finally being built.
    Police ‒ There is no PCSO at present; the next liaison meeting is in December.
    Quarry ‒ Mr Lloyd reported that there was a disappointing turn out from Nunney residents at the recent meeting to discuss the problems of smell and noise.
    Reclaiming of road scalpings which involves pre-heating and deemed to be the reason for the smell culprit has now stopped. Noise is worse than it used to be as the plant now operates 24/7.
