Minutes of the meeting of Nunney Parish Council on 6 May 2014

Here are the minutes of the Annual Meeting of the Parish Council held at Dallimore Mead Hall Tuesday 6 May 2014 at 7.48pm.

NunneyPresent: Ken Lloyd (Chairman); Mesdames Beresford Capstick-Dale, Ellis, Hannam; Messrs Allom, Gaunt, Hayden, Masters (part), Sanderson. Also present: Ms B Palmer (Clerk).

In attendance: Members of the public x 7.

  1. To elect a Chairman
    Mr Lloyd called for nominations for Chairman. Sheelagh Capstick-Dale proposed Ken Lloyd, seconded Sue Ellis. Mr Lloyd accepted the nomination and it was agreed unanimously. He signed the Declaration of Acceptance of Office and assumed the Chair.
  2. To elect a Vice-Chairman
    The Chairman asked for nominations for Vice-Chairman. Richard Masters proposed Jeremy Gaunt, seconded Anthony Allom. Mr Gaunt accepted the nomination and this was agreed unanimously.
  3. Apologies for absence
    Apologies from Pia McGee. The Clerk advised that Ian Sanderson has resigned; she has notified MDC have been notified and a vacancy notice will be displayed.
  4. Declarations of Interest – None declared.
  5. Minutes of the Meeting of the Parish Council 7th April 2014
    Agreed as a true record and signed by the Chairman.
  6. Matters arising therefrom – Nil.
  7. To Agree Members for Working Groups and Representatives for Other Organisations
    These were discussed and updates agreed. Action: Clerk to revise the list.
    A member of the public being interested in the Old Quarry Gardens the Chairman asked to bring this forward on the Agenda and this was agreed.
  8. Old Quarry Gardens
    The Clerk advised that Parsons Landscapes had been invited to quote for additional maintenance, but that costs had not yet been received. She asked for guidance on weed-killing on Council land and after discussions it was agreed that the Council remains “against” weed-killing, unless it is unavoidable and specifically targeted ‒ Japanese Knotweed for example. Two commemorative trees to be planted 17-5-14.
  9. Clerks Report & Items for Information – noted.
    Letters, emails etc – As directed at the Meeting 7-4-14.
    Annual Parish Meeting ‒ Leaflets distributed; agenda prepared and meeting advertised.
    HMR&C ‒ End of year 2013-14 completed and P60 issued.
    Accounts 2013-14 ‒ Final accounts prepared; statutory notices displayed and internal audit arranged. One request to view the accounts received and a date has been arranged.
    Allotments ‒ Most plot fees have been received; Cathy Marsden has taken over as Allotment Coordinator; a request for fencing near the aerial runway to be discussed at the next Meeting.
    Maintenance ‒ Bench at Dallimore Mead Hall & notice board in Market Place repainted.
    Burial Ground ‒ Interment 17-4-14. Hedge planting completed. The Clerk advised that she has not yet found a contractor to refurbish the gates ‒ ongoing.
    Playground ‒ Completion certificate for the new 4-way spring signed and returned.
    Contact Details ‒ Updated and circulated.
    Dog waste bins have been provided by Trudoxhill PC on Ridgeway.

    Somerset Association of Local Councils ‒ Annual membership renewal agreed; see Item 16 ii.
    Sparse.gov.uk (by email, forwarded to Councillors) ‒ Anthony Allom has volunteered to represent Nunney’s views on a rural sounding board.

    Somerset Highways (by email, forwarded to Councillors) ‒ SID results for Frome Road March/April 2014; 50 vehicles recorded at 40-50mph, and one in excess of 50mph.

    SALC (by email, forwarded to Councillors) ‒ Link to amended Model Financial Regulations. The Clerk advised that Nunney needs to update its Financial Regulations and this was noted. Action: Clerk.
    SPFA (by email, forwarded to Councillors) ‒ Somerset Fields’ Bulletin April 2014.
    RoSPA (by email) ‒ Confirmation that the annual playground inspection will be in June 2014.
    CPRE ‒ Membership pack.
  11. Aerial Runway
    Outstanding issues with the installation were discussed and it was agreed that a site meeting in needed with the contractor ‒ Ken Lloyd and Jeremy Gaunt will attend. Action: KL/JG.
  12. Dipping Place
    The shed, installed temporarily in 2006, is still in situ. This was discussed and the Clerk asked to write to the owner requesting it be removed. Action: Clerk.
  13. Insurance
    Changes to the Assets Register, circulated with the Agenda, were noted and agreed. Quotes received for the annual insurance, details of which were circulated with the Agenda, were noted and discussed. Judith Beresford proposed accepting the quote from AON, seconded Richard Masters and agreed unanimously; it was also agreed to take up the 3-year LTA. Action: Clerk.
  14. Market Place
    Mr Lloyd confirmed that Aggregate Industries have kindly agreed to level the remains of the bus shelter plinth and make good the tarmac (free of charge). It was agreed to remove the waste bin nearest the shop. It was agreed to discuss ideas and to agree a date for a public meeting at the next Council Meeting.
  15. Proposed Housing Development off Green Pits Lane
    A revised plan showing access to the development from the south side of Green Pits Lane has been received and was discussed. It was unanimously agreed that it does not change the Council’s objections and the Clerk was asked to advise the Planning Department accordingly. Action: Clerk.
  16. Finance
    £500.00 was transferred to the current account on 7-4-14.
    i) Annual Accounts for 2013-14.
    The final accounts for 2013-14 circulated to Councillors with the Agenda were discussed. Judith Beresford proposed that they be accepted as a true record, seconded Anthony Allom and agreed unanimously. Members thanked the Clerk for her work.
    ii) Accounts for Payment:
    The Clerk advised there were two further invoices for payment (Aster and Kev Gale).

  17. Planning
    Applications:
    MDC 2014/0574/TCA Repollard 8 limes in a Conservation Area at All Saints Church for Mrs Cheryl Norton. No objections. (It was noted that the work has already commenced.)
    Approval:
    MDC 2014/0037/TCA TPO not required for proposed works to trees in the Churchyard at Church of All Saints.
    SCC 2014/0073/CNT Permission granted for the installation of liquefied natural gas storage and ancillary operating equipment at Coleman’s Quarry, Holwell for Aggregate Industries (UK) Ltd.
    Rights of Way:
    Richard Master advised that he has cleared some of the fallen trees along the track from Donkey Lane.
  18. Playground
    The gates need work and as they have been repaired many time it was decided to replace them; GB Sport and Leisure to be asked to do this. There have been complaints about the football goals being misused and this was noted.
  19. Reports from Committees and Associations
    i) Village Hall – Nil.
    ii) Nunney School – Due to illness the Committee of Governors is without a Chairman; there is a new play facility.
    iii) NCA – Nil.
    iv) Quarry Issues ‒ Mr Lloyd is in contact with Aggregates regarding the ongoing smell of tarmac in the village.
  20. Items for Next Meeting
    To discuss providing a defibrillator (RM); Annual Return for 2013-14 (to agree & approve).
  21. Date of Next Meeting ‒ 2nd June 2014 at 7.30pm.
